What should I look for in an ISP?

With telephone and cable companies offering high-speed Internet access, consumers have become inundated with options and sales pitches. Make your selection carefully. As with any service contract, you are well advised to try to get the best service for the lowest price and beware of scams. If the ISP is a telephone company or a common carrier, it is regulated by such agencies as the state public utilities commission or the FCC.
