Unfair and Deceptive Acts and Practices

Must an unfair or deceptive act be intentional by car seller?

No. In most states, the seller does not even have to know about the deception. Rather, the court considers the effect that the seller's conduct might possibly have on the general public or on the people to whom the seller advertised the product.
