How does freedom of association protect a public employee?
Basically, a public employer cannot base employment decisions on the fact that someone belongs to certain types of clubs or associates with particular people. Thus, a public employer can't refuse to hire applicants just because they are Republicans, or belong to a motorcycle club, or are members of the American Civil Liberties Union.
