What are older workers' rights to promotions?

Under the Age Discrimination in Employment Act (ADEA), older workers must be given the same chance to receive promotions as all other workers. But age does not entitle a person to a promotion; an employer may have a valid reason, apart from age, for promoting a younger person rather than an older one.
