Who pays for these alterations?

In an apartment or other privately owned housing, the tenant is responsible for the cost of alterations. Modifications of public facilities, hotels, public meeting rooms, rental offices, and other sites covered by the ADA are paid for by the owner of the facility. In buildings that are federally subsidized, the owner is responsible for modifications to individual apartments as well as public areas.
