What happens then?

Usually, the board will examine the complaint form and decide whether the complaint should be investigated. In some situations, the board will not have the authority to investigate. For example, if you complain that your doctor kept you waiting too long for your examination, the board may decide that your complaint does not have merit and will inform you that it will not be investigated.
