2703. When are you qualified for SVB?

You are qualified for SVB if you:

  1. Were age 65 or older on December 14, 1999, the date the law was enacted;

  2. Are a World War II veteran (as explained in section 2604);

  3. Were eligible for SSI benefits for December 1999, the month the law was enacted (as explained in section 2605);

  4. File an application for SVB;

  5. Are eligible for SSI benefits for the month in which you file an application for SVB; and

  6. Do not have other benefit income (as explained in section 2607) that is equal to, or more than, 75 percent of the SSI Federal benefit rate.
